Domain registration help/sanity check

I want to transfer a domain registration from my ISP will charge me more than I prefer to pay for renewal, to freeparking, whose instructions say "please do not attempt to transfer domains within three weeks of their renewal". Is is between two and three weeks now.

Does anyone know more about this requirement? Am I stuck with paying the ISP for the renewal?
